The Jinan Quancheng Park is located in the middle of the city. It was established in September 1989 and opened as a free park in 1997. It is a multifunctional park aiming to educate and popularize science, take part in scientific research, and provide recreational facilities to the public.
The inland plant area can be sub-divided into flowering and coniferous areas. There are about 200,000 plants of over 400 varieties growing in 13 specialized gardens. The gardens include a Yulan garden, cherry blossom garden, peony garden, China rose garden, clove garden, bamboo garden and pine & cypress garden and a Japanese garden. The sightseeing greenhouse made from three large triangular glass and steel frames is at the west side of the park, covering a total area of 2,600 square meters. It is divided into three sections devoted to tropical plants, temperate zone plants and succulents. The park was renovated in 2004 when a new entrance gate, ecological performance square and several small sub-gardens were opened.
In early March of each year, the park holds an orchid expo called ''Spring of the Spring City''.
