Stalin Park was built to demonstrate a filial connection between the two largest communist powers in the world in 1953. Russian style planting, statues and trees hammer the point home, but the park really is beautiful and well proportioned. The Flood Control Monument stands on the southern edge of Stalin Park connecting the park with Zhongyang Dajie at its northern edge.
The river in Stalin Park is best avoided, as it's not the most clear-flowing water in Harbin. This doesn't seem to dent its popularity though, and the park is filled with visitors most weekends.
